To operate a stepping motor, it goes without saying that some kind of "device or circuit that generates pulse signals" is necessary. In many cases, motor control (motion control) is developed using "CPUs (1-chip microcontrollers)" or "FPGAs," so it would be sufficient to program them to enable "acceleration and deceleration control"!!
